I tried doing it with national banks, such as Bank of America, and Citi Bank but they weren't able to help me.

Assuming you have the current Suriname dollar banknotes, I don't know of any currency exchange in the US that will buy them. However, they are obscure enough that you could probably sell them at close to the official exchange rate as collectibles. In fact, depending on which denominations you have, I might be interested myself. Please contact me if interested.
