There would be numerous factors involved - including the angle the blade is traveling, the distance it travels, the ferrous content of the razor blade's alloy, and more. Essentially, however, using a high iron content razor blade and a standard magnet of say 2,000 Gauss, the blade will accelerate until striking the magnet. If you can watch a crane-mounted electromagnet working at a junkyard, you can see the same thing, but on a larger scale. The vehicles start to lift and then 'jump' to the magnet. Thus demonstrating acceleration.

I think it would speed up, if the attractive force exerted on the metal by the magnet is more than the air resistance trying to slow the metal down.
