I need to know where I can get the gas and how to inflate it into the balloon.

If you just want to get the balloon to float, I would recommed helium because it's a whole heck of a lot safer. If you need something flammable, though, I suppose you could try to use propane. You could probably get it at a camping store, although it might be hard to get it to release from the bottle to the balloon. There's a way to mix chemicals together to get hydrogen gas, although hydrogen gas likes to explode and I don't know if I would recommend trying it. I'll let someone else tell you how to do that.

You can legally get helium - even at Wal-Mart - to inflate a latex balloon.

Hydrogen you will need a license for, and I doubt you will get one. Can you say "Hindenburg"?

You can get methane for free, however. Methane is flammable, although I don't know if it will float the balloon. The next time you go to the bathroom, try to capture some methane gas into the balloon.

You have to call around, but you have to have the certified tanks in order to get the gas. The cool thing about Hydrogen is that when it burns with Oxygen you get water!

Cans for refilling lighters contains propane. If you necessarily want hydrogen, you can make your own through electrolysis.
