There was no real reason given but it showed him to really be primitive and even childlike underneath his frightening exterior.

Most, if not all, animals are afraid of fire. They don't understand it, other than to recognize it's a danger.

It served to show the vulnerability and simplicity of Frankenstein's monster.

Not to mention that they needed SOME way to end the movie/book.

I never the original book, but i know the monster was intelligent. I'm thinkin its just hollywood adapting (ruining) the story.
