You're thinking of No Other Love, which featured Richard Thomas and Julie Kavner as the two young people who find and care for each other.
I saw it on its first showing, and thought it was a fine movie. I've tried to find a copy, either on VHS or DVD, but no luck so far.

Were they really disabled or were the actors/actresses pretending to be disabled? Because BENNY & JOON was a movie where the stars pretended to have mental disabilities. Kind of an off-beat love story but I'm not sure what year that came out.
I think there was another movie with disabled teens called BABY LOVE that was waaaaaay before BENNY & JOON.
