I don't necessarily want to be an actor, but i really want to be an extra in a movie or backup dancer... etc etc. What do I need to have to do to become one (Do I need a talent manager, agent, resume, picture etc?)

Check in with a local theatre in your area, if not take a class or a camp for acting and drama, if not even then get in contact with a circus that may come to your area. I'm a young actress trying to make it big (you know shows in town and classes voice lessons auditions ect.) so I would love to help! Good luck!!

Most local newspapers publish casting calls, in the entertainment section of newspapers, when movies are being cast and need extras.
