I suspect that your turtle has a respiratory infection and has fluid built up in its lungs and tissues. take it to a vet that knows turtles. Go to Kingsnake.com for a possible vet recommendation. In the meantime check the basking site. It should be up around 85 to 95 F. Check it with a thermometer.

It sounds like the basic cares need some tweaking. Turtles have a few simple needs that sadly are often not met. They need space, warmth, sunlight, cleanliness and a varied diet.

Space- aim for 10 gallons per inch of turtles. 2 2" turtles, therefore, need about a 40 gallon pool of water.

Warmth- warm the water to about 75-80F, and warm a basking site to about 90F.

Sunlight- turtles need some UV-B rays, which do not penetrate most glass or plastics.

Cleanliness- turtles are messy. Try filtering with a system about 2-3 times bigger than a same-sized fish tank would use.

Varied diet- aim for about 25-50% good pellets, and the rest a mix of small fish, worms, bugs, shrimp, beef heart strips, etc. When the turtle is a few years old, offer some dark leafy greens.
