heavy mooring lines from ship to shore with a large metal target shield in the area between the shore and ship , rats and other vermin may exit to shore, but not return to re-inhabit vessel. kind of looks like some one cut the center out of a metal oil drum and wrapped it funnel shaped around the ropes. in other areas where the lines pass, there is no way for them to enter, physically mechanically blocked.

The ratlines are the small ropes tied between the shrouds that form the steps for sailors climbing the rigging. The metal shields on the mooring ropes are rat guards.
