Depending on where you live, you can go to planned parenthood and tell them that you want to go on birth control but your mom won't even talk to you. You may have to wait until you turn 16, but you may be old enough to get it yourself and they can help workout a payment plan for you.

Cramps are from low progesterone during the last
half of your cycle.
Try an over the counter progesterone cream on days 15-26 of your cycle. Your period would be counted as day one.
There are a lot of brands of progesterone cream.
Pro-Gest is one that's widely available.
Estrogen prepares the body for pregnancy and
progesterone stops the process.
Trying to find the right dose of progesterone can
be tricky. Here are some guidelines.
1. Start out with a small dose (1/4 of tspn, everyday on
days 15-26)
2. If you are still having problems, increase the dose by 1/4.
3. Keep doing that until the problem is solved.
4. Always try to do with as little as possible.
5. Split the dose -
1/4 in the morning, 1/4 in the evening
1/2 in the morning, 1/4 in the evening
1/2 in the morning, 1/2 in the evening
6. Maybe you can take two doses ever other day and one
dose the other days.
Too mush progesterone converts to estrogen.
If you take too much progesterone you be right back where you are. If you are taking too much it will probably take a few
months before you will feel the symptoms.
The best book on hormones is by Stephen Hotze.
He only has one book and you can find it at
all major online retails.
Other things you can do where you may not need the
progesterone is cleaning up your diet.
Reduce sugar, caffeine, and starches.
Take a multi-vitamin with Iron.
Take acidophilus(good bacteria), especially if you have
had a lot of antibiotics or yeast infection.

You could print some information off from the internet that shows that women who take the birth control pill have lighter periods, less cramping and clearer skin. That would show you did your research on what pill you think you should take. The pill is also linked to lower incidence of breast cancer. The increased risk in cervical cancer you might read about is due to the increased unprotected sex that many women have that use the pill and not linked to the pill itself. Unprotected sex with more than one partner puts you at higher risk for HPV which can lead to cervical cancer.
I recommend a low dose birth control pill like Yasmin or Ortho-tricyclen Lo. The lower dose pills have less side effects and are just as effective. You need to take the pill at the same time every day for it to be effective. Getting in the habit now is a good thing.
If she still seems to be blowing you off you could tell her, without throwing a fit, that you would really appreciate her ear. Tell her that you would like to be able to come to her with these things and that you would like to feel that she respects you enough to listen.
If she doesn't then you can go to another trusted adult or to a planned parenthood. The clinics were set up for women like that who don't have parental support to be safe.
15 is too young to have sex. Getting on the pill doens't mean that you are going to have sex.

Your mom is probably just trying to avoid the fact that her little girl is growing up. She might think that if she lets you get on birth control that you will start having sex, and of course no mom wants that. You could let her know that just because you want to get birth control doesn't mean you are going to start sleeping around or anything. You know her better than I do so I wouldn't know how to explain your situation to her. But birth control really helps with cramps and lightens and shortens your period.

Tell her about your cramps and possibly even research the different types of birth control that you can get. Don't give up, hopefully she will give in if she knows all the risks.
