I have decided to spend as little money on the car and enhance the visual look rather than the performance. Also, fart cannons could be an option. PLease explain to me possible help.

Please don't tell me you're serious, not on a car that old, not on a car that probably cost $500.

You want non-tacky upgrades for minimal bucks? Okay, here you go:
#1: tint the windows, as legal in your state, but not dark enough so that you can't be seen;
#2: new tires, ideally dunlops that have a ring of rubber on the outside to protect your tires from curb damage; in your case, they'll just make the tires look wider without suspension/rim mods;
#3: keep it clean.
Anything else will either cost too much, or will look tacky as hell (fart cans, new hubcaps, etc.)
