I gave urine drug screens to four people today as part of my job as a probation officer, and every one of them was observed during the process. As a female, I only watched the two women, but the men were also watched by one of our male officers.
We watch to make sure they don't try to cheat the test. There are people that are so stupid that they try to cheat the test, but we watch for fake devices, etc. We also check temperature right after specimen collection. If a sample comes back too dilute, we request that the company screen to see what the dilution liquid is.
Here's the process I follow:
We go to the bathroom together, and lock the door.
The female washes her hands and pats them dry.
She unzips her pants and pulls her pants and panties down to her knees and holds her top up to under the breasts.
She then turns 360 degrees in front of me.
She then takes the cup, and pees into it.
She closes the cup, and places the seal across the top of the cup, and places the cup into the front pouch of the plastic bag.
I look through the bag at the temperature guage on the cup to make sure it's within acceptable range.
I then initial the paperwork, place the original into the back pouch of the plastic bag, and seal the bag in front of the client.
The bag goes into the refrigerator, and the duplicate copy of the paperwork goes into the folder for the officer who sends the screens off for processing.

It is legal, as long as they are the same sex as you. There use to be a thing called trust, too many people cheated on urine samples and the result is you have someone watching urinate. The courts require it, the Military requires it and even some Jobs require it. It is perfectly legal

Well, I'm on a swim team. I've been told that if they ask for a urine test from you, someone has to watch you, but they will be your same gender.

Yes, it's legal for probation and stuff like that. They have to make sure you're not tampering with the evidence.
