Overseas adoptions have increased by more than 200% fromn 1992 to 2002. In 1992, 6332 visas were issued to orphans from other countries. In 2002, 20,084 visas were issued. Find the average rate of change in the number of oversea adoptions over the 10 year period.

There were 6,332 adoptions in 1992 and 20,084 adoptions in 2002.

This is a difference of:
20,084 - 6,332 = 14,248

Thus the average for 10 years is:
14,248 / 10 = 1,424.8 adoptions per year.

In other words, adoptions have been increasing by an averate of 1,425 adoptions per year.
