Use a piece of software called Webreaper
Its free and basically takes a URL and downloads the web-site to your PC.

Obviously depending on the sites security, oh it doesnt follow Java script links

There is also a program called HTTP Tunneller, it does the same job, but I am not so familiar with it.

Are you saying the site is blocked? If so the administrator of the computer has blocked it. I have just gone to the site and the site is not down.
