Basically the sex cells in humans (spermatocytes and oocytes, or egg cells and sperm cells respectively) form meiotically from sex cell precursors called gametogonia. More specifically in women and men respectively hese precursors are called oogonia and spermatogonia.
The germ cell precursors form MITOTICALLY during development from embryonic stem cells. This all happens during embryonic development, so we go through life with a set number of oogonia/spermatogonia. These are stored in the ovaries and testes for our whole lives until they run out (menopause in women).
In females, the oogonia are converted into oocytes monthly in the ovaries (i.e. the menstrual cycle), and in males, the supply of spermatocytes is refilled as needed in the testes.

Sex cells are of two types, male (sperm cells) and female (egg cells). They are both formed in gonads.
Female Gonads: ovaries
Male Gonads: testes
