According to what I've heard of this practice, the statue (a small plastic one will work just fine--I've heard that clerks in some religious stores routinely ask customers seeking St. Joseph statues, "Do you want it for display or for burying?") should be buried upside down in the front yard. When the house is sold, it should be unearthed and put on display in the new home.
I hadn't heard of the plastic bag to keep it clean, but it sounds like a good idea to me.

I was told to bury it in a plastic bag to protect it from dirt near the for sale sign. If you are in an apartment building or condo you can bury it in a flower pot as well. Say the prayers and when you sell your home remove it and put the statue in a place of recognition in your new home to show respect

I think Paradise has it right, although I'm not Catholic. I've just heard others talking about how great it works.
