I know what a territory IS but need to know what is required to become one.

Technically, to be a US Territory, an area must be claimed by and under the jurisdiction of the United States, but not be part of a State. That's pretty much it.
Once the territory is claimed, it starts as an unorganized, unincorporated territory. To be organized and/or incorporated, there must be an Act of Congress passed to organize and/or incorporate it.
The requirements for Congress to incorporate or organize a territory may be set by Congress.
