Seward accepted Lincoln's request to serve as Secretary of State, and as such, he signed and helped to write the Emancipation Proclamation, which became a law on January 1st, 1863.
Secretary Seward
by Mathew Brady, 1861
Secretary Seward was brutally stabbed in his Washington home on April 14, 1865, the same night President Lincoln was shot in the Ford Theater. The attacker, Lewis Powell, a co-conspirator with Booth, injured five people in the nighttime action. Seward recovered from his injuries and continued to serve as Secretary of State for President Andrew Johnson. During this administration, the United States purchased the Alaska Territory from Russia for $7,200,000.00. Derided by critics as "Seward's Folly," this purchase became one of Seward's greatest legacies.
Shortly thereafter acquired the Midway Islands for the nation.

You have got the process wrong. The Puerto Ricans themselves must vote on whether they want to become a state if Congress passes a law permitting it. Puerto Ricans have had several votes over the years on this issue. Their options were: 1.) Independent country 2.) US State 3.) Status Quo (remain a territory) 3.) Status quo has always won by a wide margin. I don't know why Congress is even wasting their time discussing and debating this issue. Let Puerto Rico come to Congress and tell them that the majority of it's citizens want it to be a state. The fact is, they don't!
