Apparently, soil dumping refers to getting rid of contaminated soil from one place by dumping it somewhere else. In the case of Honolulu, it's soil contaminated with lead. The plan is to put this soil in a landfill, using it to cover the layers of compacted waste. They were going to have to cover waste with soil anyway, so they are reasoning that they might as well use soil that they're trying to get rid of.
