Press CTRL and ESC and that emulates the Windows key if you don't have one. If the menu is simply hiding a menu should pop up. Or press the Windows key.
NB: On finding the taskbar location, make sure you unlock the taskbar to adjust the taskbar to how you want it. When adjusted, relock the taskbar. Right-click on the taskbar bar to see this option.
Try moving your mouse into every side of the monitor as the menu can be set to open from anywhere. This should make it pop up if set to 'Auto-hide'.
If you find it, right-click on START/Properties/Taskbar and make sure 'Auto-hide' is not enabled.
I also have the 'always on top' check enabled, so cannot hide behind other windows like IE7.
Make sure you unlock the taskbar. When adjusted, relock the taskbar. Right-click on the taskbar bar to see this option.
Hold left mouse button on visible menu to drag it to any other wall.
If the worst comes to the worst, ALT+F4 will log you off or in some cases, the power button of the PC.

It is probably "auto hiding." You just need to right-click anywhere on the bar, select "properties" and uncheck auto-hide the taskbar. The other possibility is that you accidentally MOVED it. It could be on either side of the display. Try moving your mouse along the desktop until it reaches the sides. Try one and if that doesn't work try the other.
Other than that, I have no idea.

Move the mouse down to the very bottom of the screen till it turns into a double headed arrow (although you'll only see the top half of it), left-click and drag from here, and the menu should reappear.

Assuming you have windows, left click on the blue bar in the bottom and the toolbars should come up, you can fix it there.
