Yah i think that there have always been these type of individuals. But now with the advent of the internet, these sex preditors have an outlet to connect with kids like never before.
And the sex preditors can have the best time crafting their sickness to new addictive levels in the comfort of their homes, whereas before, they would have to go to a playground or find a niece/nephew to molest.
Before they know it now, they are on TV getting caught in stings throughout the country.

I am so sorry to hear about the attack on your child. If you haven't done so already, you should seek counseling for yourself and your child. There are many good resources out there, maybe through your church or school or other community out-reach programs. The police investigating the case should be able to direct you to social services for help if you don't have other contacts.
Because most households need to have both parents work full time jobs to meet the financial obligations of raising a family, and our commuting times are longer, parents have less time to spend with their children. Likewise, our culture has a tendency of pushing our kids to "grow up" faster and be out and about on their own at a younger age. This adds up to more opportunity for a child to be unsupervised and a victim.
At the same time, proliferation of child pornography, particularly with the Internet, have given individuals who have control problems to begin with additional stimulation, maybe pushing them to do something that they might have been better to control in a society with tighter moral constraints.
All in all, I think it is not that there are more "bad" people out there - it is just that they have more opportunity to do bad things,

In the US, children are protected only by laws and not by people. A parent has no legal right to prevent his child from being attacked by a predator if the other parent has no objection. For instance, my daughter is with her mom, most of the time. If her mom does not care who is bothering my child and does nothing about it, I cannot step in, as I have no legal authority over my child or her mother as long as my child is legally supposed to be with her mom on that day. Many predators take advantage of this type of situation. And the law not only permits it but encourages and even defends it.

Because we have an ever increasingly sick society, where even the most vile predators are not punished for their crimes. Judges should be required to assign MANDATORY punishment. Too many judges are sentencing rapists to probation instead of prison. Without a severe deterrent, the sickos are running muck. It is also easier for predators to reach out from home and select a target. We really need to start executing child rapists. Molestation is a fancy way of saying RAPE. All rapists need to die.
