You need your Windows CD.

I highly recommend following the steps from:

http://www.windowsreinstall.com

Also ensure you have your Drivers ready on CD also. You do not want to be stuck without internet connectivity!

AND Disconnect ALL external devices other than power (because it is a laptop). I've seen Windows install itself on a memory card inside of a PRINTER before. Unplug everything not important at that time.

Wait. Do not delete all files. If you want that way, only option is to reformat and reload the Operating System. That is the last actionto be done by you. Before that, let me give you a safe and easy solution.
I suggest that, better; you adopt a system restore operation. It is safe and the problems can be rectified. You have to carefully select the date of restore. Ensure that the PC was functioning normally on the selected date for restoration. If you want to know an effective procedure for system restore please visit the following site.

After successful repairs
Delete all temp internet files including off line content, delete all temp files . Go to add/remove progras and delete all programs that are not required. (These can be done in many ways including disc clean up option) Then defrg the PC.
If you are successful then, select a standard antivirus and an anti spy ware and install in your PC so that the problem does not occur again. There are a number of antivirus and anti spyware in the market. Some are free some are to be purchased. Please visit the following site and select a suitable free antivirus.

If data on your hard disk is corrupted it is advisable to format the hard disk and reinstall the operating system (usually Windows XP). If a new hard disk is used, you may prefer to partition the hard disk into 2 or more drive. The operating system is installed on the first drive and a backup of the data is stored on the second drive More details at http://fixit.in/format.html

If you want to format this hard drive, just use the Windows Operating system disk (or RESTORE disk) and pick the FORMAT option while you begin to reinstall Windows.

Good luck and Happy Computing!

....Also
Back up your data first pictures, music etc....
find your drivers for your sound card, video card, modem, printer etc... and burn them to a disk
Have a copy of the installation app. for your firewall, anti-virus, you'll want to load these BEFORE you connect to the internet
And Finally the first thing you should do after you get back online is Update Windows
