if you don't already play something, ask friends if they want to start a serious band. I highly suggest not playing with people above or below your musical talent. For example, if you're just learning how to play guitar don't join a group where the members have been playing for a while. It makes you look bad. Put up fliers if you don't know anyone who wants to/can play. Make it clear what kind of music you want to play. Write some lyrics to take to an audition, if you plan on doing vocals/guitar or bass even. Don't expect to get out of the garage, so to speak, right away. Once you do start playing gigs, if you aren't an organized person, or have someone in the band, get an organized friend to be your manager. Remember: No idea is a bad idea, until it doesn't work.

of course you need to have instrumentalists and vocalist
1 lead guitar, 1 bass guitar, 1 drummer, 1 kbordist, 1 guitarist and 1 or 2 vocalist both vocals or either one of them can play any instrument preferably the guitars LOL

you can put up flyers. be sure to distinguish what type of stuff you like to play and what you need. or talk to people you already know.
