Zimbabwe. The economy has shrunk by 40% since 2000, and is still shrinking. There is a genocide in progress which is an estimated 10 times greater than Darfur and twice as large as Rwanda.
The link below is a "The Times" article on how bad the situation is, it is really bad. It is estimated 80% are in poverty and unemployed.
