I have to send out a short note to all senior VP's. I haven't met most of them. Should I address the note with a Mr. Last Name or by their first name? what's the proper business ettiquette out there?

I would use their first and last names. That's just me though, I guess it would depend on your position in the company.

It could depend on your company's culture. In my company, I would address the SVP by their first name, especially if doing this via email. If I am sending something a group of SVP's, I either address it as either All, or no names.

If it were a paper note, I would be more formal about it.

Talk with your manager if you aren't sure of the best way to handle it. They should have experience, and since you are representing them, they will appreciate you looking for clarification on this point.
