I have heard from my friends that you can download music on myspace for free, but is it really ok to do?

Since the artists are the ones posting the music for download on their pages, yes, it is legal.

It may not be. Unless the people posting files for download have licences to do so, both the person posting the content and you, by downloading, infringe on that copyright. The chances of the artists seeking damages against you? Unlikely. Against the Server? Yes - there is already litigation by a major label against myspace. Regardless, free songs on myspace will probably not last much longer anyway. (Free Napster, anyone?).

Its not legal unless myspace has somehow gotten a license to do it. That is unlikely tho because anyone can access myspace, so I'd have to say that it is most likely not legal

Only if the person has the copyright owner's permission to be distributing the music. If they created it, they have that right, and it is legal. Otherwise, no.
