a man that will not change the world (at least in any significant way) for the better nor the worse
a man who does not feel all and surely doesnt see all,

but hold no potential at all

A human....most likely a young human because you know everything and nothing. An older human would know that everything they know is nothing.
As Socrates said "I knew that I was wiser than these men because I knew that I truly know nothing and do not believe I know everything..."

Sounds like a human, it´s everything, so
i would say it is God, although he is said to be perfect.
This being recognises its low and high points, some humans don´t have the strenght to, so it is God.
