It is a City building (high rise) with a central heat/ac plant that is out of whack with my office because of sun exposure and fixed (permantely sealed closed ) windows. The building is black and in the winter when they turn on the heat, my office fries. I cannot access outside air

Menards or someplace like that has portable A/C units, I'm sorry I can't tell you anymore how much they cost, I think about $200 but I'm not sure. They are fully portable now. Good Luck>

A portable air conditioner would work but you have to solve two disposal problems.

1. You have to pipe the condensate (water) to a drain (which may not be convenient to your office) or collect the condensate in a bucket and periodically carry it somewhere and dump it.

2. You have to exhaust the heat that the unit has captured from your office. It's unlikely that the building's owner will allow you to punch an opening through the outside wall, so that leaves you the option of trying to bootleg the exhaust out of a skylight , transom, or doorway. You might possibly exhaust it into a cold-air return grill - if your office has one.

You can buy a floor air condioner you can move from room to room. Do a search in Wal-Mart or any site like that and you will see what you're looking for. They come with a water container like a dehumideifer which can be emptied. No problem.

Do a search for "personal air conditioner" and you'll see a few options. These are mostly for individual desks and not the whole office, but better than nothing!

Sam's club had portable air conditioners for about $325 you just roll them were needed

Sorry, you're going to fry. You might try a "swamp cooler" or other evaporative cooler.
