PER THE UNITED STATES:

"STATE COLLEGE, PA, October 18, 2006-Expect midwinter to be colder and stormier than normal in the South and East; warmer and drier over the Northwest into the northern Plains."
http://wwwa.accuweather.com/promo-ad.asp?partner=accuweather&traveler=0&dir=aw&page=winter2006

During the summer of 2006 there were droughts throughout the U.S. As a person who lives in Texas, we did not get precipitation from hurricanes (either off the Pacific Ocean or the Gulf of Mexico) as we did in the past.

"On the national scale (2006 drought):
Severe to extreme drought affected about 20 percent of the contiguous United States as of the end of May 2006.
Moderate to extreme drought affected about 39 percent of the contiguous U.S.
Dryness was observed in May over much of the country. The Southwest, western Texas, western High Plains and the south Atlantic states have experienced very dry conditions for the last several months. The most severe conditions in May were in the Desert Southwest to the northern Plains, and the Big Bend region of Texas. About 11 percent of the contiguous U.S. was very dry (i.e., precipitation in the bottom 10th percentile of the historical record).
Coupled with the very dry conditions were high temperatures in the Southwest and Plains. The combination of high temperatures and very little precipitation led to extreme drought as defined by the Palmer Z Index.
Dryness persisted in the mid-Atlantic States and southern Appalachians, central Florida and along the Louisiana coast. Evaporation in these areas was high, and streamflow was low.
The wheat harvest in Oklahoma is expected to be the worst in 50 years due to drought, wildfires, high winds, hail storms, insects and frost damage (AP, 5/22). On May 9, the USDA authorized a federal drought disaster declaration in all but one of the counties in Arizona."

If you are in the U.S., check and find where you are on the "drought" map.

In the United States, the Climate Prediction Center has been predicting an above-normal winter since about October, when I started paying attention.
http://www.cpc.noaa.gov
The regular "weather people" don't really predict past ten days. Long-term or seasonal predictions are the realm of climatologists, and it's a very, very hard thing to do.

The winter temperatures are heavily connected to El Nino or El Nina.

We had a cold start to the winter here in Mississippi, but now the temperatures are in the 60s. Lots of rain, too. I'm not complaining.

You aren't in South East England, then. We've had hosepipe bans, & are currently going through a very cold snap right now. If you haven't had cold weather yet, be warned!!!

A woman in Tesco's told my mum that we were due to have blizzards in Devon this week. I reckon the whole weather thing is done through chinese whispers.
