It is likely either a L14-20 or L14-30 plug, common on many portable generators. It will supply 120/240VAC from the generator to a transfer panel.

Read my generator web page for more safety and connection instructions.

It's called 'twist-lock' and it probably is anywhere from 30-50 amps at 240VAC (depends on the wattage of your generator). This plug is usually used in industrial applications: compressors, large power supplies etc.

However you may use this plug as a secondary power input for your house but I recommend hiring an electrician to do such an install.

turn and pull plags are built that way to secure the connection tightly to the euipment. You will find these type plugs are common in chemical plants where if loose they could cause flammables to combust when sparks are generated from a loose connection.
