Probably George Washington or FDR, though there were no popularity polls during their respective days.
Washington was liked because he was a hero of the revolution and most of the congressman that served while he was president had known him for many years and respected him, even if they didn't always agree with him. Also there were no political parties per se, so those who disagreed with him didn't feel compelled to attack him with partisan vitriol just for the sake of it like they have ever since party politics came into play a few years later.
FDR was elected 4 times. You can't pull that off unless you are very well liked.

FDR was HATED by Republicans- they thought he would bankrupt the country.
Lincoln was HATED by the Confederacy for abolishing slavery.
Clinton was hated by Republicans - I think we know why
Kennedy was hated enough to get assassinated
Reagan was popular but not necessarily well liked.
I would have to say Dwight David Eisenhower. He was a war hero and one HELLUVAN American.

Kennedy. When I was a little girl he seemed like a such a gr8 man. The day he was assassinated this country mourned his death we never got the chance to see him reach his full presidential potential but the short time he was in office this country loved him. I still remember the day he was murdered and it was many yrs ago. Such a shame and such a sad day for America! :(

I think Bill Clinton was well liked or Jimmy Carter. Carter builds house for habitat for humanity and the womanizer Clinton is well liked by some of my friends. I couldn't give a rat's **** tho.
