We are going for the winter carnival(Carnaval De Quebec). We're concerned that there will be no snow and therefore the carnival will be hindered and the activities won't occur. We are traveling from San Diego and decided to go because of the cold weather since our weather is always sunny and hot here. Now it seems it's going to be the same there. Can anyone give insight on this? We want to cancel the vacation if there is no snow and postpone it to another time.

I think it should be fine...

Over 15 cm of snow fell on Québec City! The Carnival is in less than 3 weeks and our preparation is going well. Bonhomme Carnaval has the Quebec City's keys and he is ready to enchant everyone with all his new programm. Check the "Activities" section to discover all the challenges that we present you for the 53rd edition.

I live in southern Ontario and its suppose to get cold in the next couple of weeks. Theres no guarantee of snow there during the festival but theres still so much to do in and around Quebec city that you should still go and have fun. They prepare for some of the events in case its to warm like have ice making machines etc.
