In HAM radio code, wich is older than most people think and Wireless Communications the 10-4 code means Message Recieved and Understood. If a person replies with the proper code responce, usually a 10-9. or a 10-1.
This is a list of codes that most Police use, it is based on the NATO code and the ITU code of 1923.

it basically is an answer in the affirmative,meaning yes i heard you or yes i received your transmission in "radio"language
