then install an html editor such as Dreamweaver or Frontpage.

You can go to a free website host and you can use HTML [which you can buy books on or look up online], or get a program that you can make the website on- such as Macromedia Dreamweaver.

I have Macromedia Dreamweaver [which lets you make the website] and Macromedia Fireworks [which lets you make navbars, logos, etc.]. I truely like it, it's very easy to use and I recommend it. You can probably buy it on eBay or other online software stores, or just regular software stores nearby your house.
