I need a 1:1000 dilution is 20ul into 20ml correct or is 2ul into 20ml correct?

You would actually need to put 20 microliters into 19.98 milliliters to make it precisely 1:1000, but 20 microliters into 20 milliliters would be close enough.

One milliliter is 1000 microliters.
