I would like to start a commercial website which would have people pay a monthly subscription to be members. What would I need?

Well for starters you will need something to sell, do you already have something in mind?
It's a little difficult to advise you without knowing what your selling but here are a few tips:
If you wish to process card transactions you will need to get a at least 1 card processor, you can use PayPal which is free, although there are many better alternatives.
You can get many ready built shopping cart packages, a lot of them are free, many of them already include the code for the most common card processors.
You will obviously need a design for your site, options here are design your own which is obviously free, templated sites which cost very little, or have it fully designed by a design company which costs the most. You will want a good looking site it will attract more sales.
Finally you need domain(s) and hosting, shared hosting should do initially, if/when your site takes off you should consider moving to dedicated hosting for higher uptime and reliability.

why the people will pay you to join on your site?
site should have content rich pages with articles which attract people with latest updating news about business, technology, etc
