Why would someone tell you to meet someone who is a stalker?
Psychologists tend to group stalkers into two categories: psychotic and nonpsychotic. Many stalkers have pre-existing psychotic disorders such as delusional disorder, schizoaffective disorder, or schizophrenia. Most stalkers are nonpsychotic and exhibit disorders such as major depression, adjustment disorder, or substance dependence, as well as a variety of Axis II personality disorders, such as antisocial, avoidant, borderline, dependent, narcissistic, or paranoid. The nonpsychotic stalkers' pursuit of victims can be influenced by various psychological factors, including anger and hostility, projection of blame, obsession, dependency, minimization and denial, and jealousy.
The goal of the stalker is to frighten and distress the victim. It is very important to save any letters, taped answering machine messages/photos/video recordings, gifts, police reports, or medical reports pertaining to the stalking. The written documentation and physical evidence will help to establish a pattern of behavior and verification of the stalking events.

You suspect he is ? If you meet him in public adress him in a normal conversation. Make him know you could be interested in having a date with him. If you like him fine if not, maybe getting your no will put the thing out of his system so that he can move on if he was just shy. If you have a bf and dont want to date because of it let him know. If he keeps stalking you besides your no, collect evidence and report it to the police, also tell it to your regular crowd so it can testify that he magically appears to be where you are all the time.

Meet him.
Chances are hes just really shy and wants to learn about you before meeting you. Stalkers are usually just normal people with poor social skills. Be nice to him when you meet him. You're a beautiful girl and sometimes thats intimidating.
Be careful and make sure you have a friend with you just in case hes one of the dangerous ones.

I would confront him and threaten to beat his a**. I know thats irresponsible, but Id rather know who I am dealing with, then hide out and wonder.

Put a restraining order against that person until you can find out what he/she's true intensions are.
