has a place at the bottom to research what you are asking for (date & city).

Another way is to research the archives of the local newspaper of the city of interest and the date you are researching for the weather prediction of the day. If you are in a large city (i.e. Houston) check with the library. They may have archived newspapers of other cities on film.

I would start at weather.com and noaa the national weather service. That should be a good place to start. If that fails I would contact the city hall for any records for that date and any journals that may be in the archives. You may find what your looking for there.

http://www.ncdc.noaa.gov is the official database for such records. Some cost money, but others are free and you can probably find the info you are looking for there.
http://www.wunderground.com also has archives. I don't know how accurate they are, but they are there and worldwide. Not sure how far back they go.
You could also do an internet search from the climate office in the state you're looking for if searching for a US city.
