It really started in the 1960s but was not so noticeable until the 1980s. Since then is has accellerated to the extent that we now have the 'me' centred society with its attendant horrors of instant gratification, bad manners, foul language and violence. Anything goes as long as it applies to the individual; to hell with everyone else.

There never was such a time, name one.
Sure, in certain times (Victorian, Edwardian etc.) and sections of society there was a cult facade of genteel respectability that percolated down as the standard for aspiration into lower classes, certainly throughout the early 20th century. It was all b***ocks; an industrial age con trick of the ideological superstructure, elevating the bourgeoisie.
Look at it man, city streets have never been safe, you could never leave your door open if you had anything worth stealing and other than during the post war welfare boom when has there ever been increasing dignity in existence for the common man
The rich have always indulged their passions(at least behind closed doors) and the working class have never had enough security of existence to bother about respect.
Your Golden Age was a myth my man, so don`t mourn the myth.

Since the new age era took hold and corrupted the social systems of the world. For a glimpse of the future see Road Warrior with Mel Gibson or Water World with Kevin Costner or Running Man with Arnold Schwarzenegger. Hedonism and the Heathens will dominate the world of chaos. Nuclear war will become inevitable and will proliferate throughout the planet wreaking havoc on communications and technology rendering it non existent. The human race will regress to it's primordial beginnings and wanton killing will become the norm. Sounds crazy I know. But if you don't believe me then take a look around and see that it is already happening.

It was hundreds of years ago, if ever,...how do you think the so called ascendancy or robber barons acquired their wealth and influence?
