It is for his ex-wife to initiate contempt proceedings against him so that he can be committed to prison. If such measures are taken against him, then certainly he is likely to be the subject of disciplinary proceedings by the Law Society at a later stage.
The trouble is, if the ex-wife wrecks his professional career, she will then be less likely to recover the funds from him. Let's hope he sees sense!

OK your question seems a bit confusing here...as if you have two questions in one.
Firstly, if a Solicitor is in Contempt Of Court then he would be brought before a judge and charged with such a crime. I would try either reporting this solicitor to The Law Society ( http://www.lawsociety.org.uk ) or the Crown Prosecution Service ( http://www.cps.gov.uk ).
Secondly, if he's refused to pay a divorce settlement then his ex-wife needs to contact the courts herself and inform someone of this matter so that further legal action or further legal proceedings can be brought against him for failing to pay.
Alternatively, she may be able to make a claim via HMCS MoneyClaim Online ( https://www.moneyclaim.gov.uk/csmco2/index.jsp ) to recover the monies owed.

A solicitor is contempt when its proved, not anyone say so, contempt of an order is a matter for the court only and is infact no one else business. The ex wife needs to enforce only.
