I believe that the psp came with a small cloth that does the job perfectly for your average fingerprints and smudges that the PSP are incredibly prone to.
If that doesn't do the trick I reccomend using soft clean cotton cloth (like a t-shirt) Run the cloth under some water so that its damp. Then gently rub the screen with the damp part until satisfied, and rub again with a dry part of the cloth. This method also works well on dirty cd's.
There are professional cleaning kits available at gaming stores and electronics places, but most of the time you get a soft cotton brush and a liquid that's a mixture of half water half isopropyl alcohol. (which works only slightly better than water alone.) If you feel the need to waste the money they aren't hard to find.
A good preventative measure is to buy a screen guard at one of those same shops for your psp. They're usually little clear stickers that go over the screen. They're cheap, easier to clean, and if you ever accidentally scratch your screen, you can just peel them off and replace them with a new one, preventing unfixable damage to your screen's clarity

I use the cleaner that is used to clean eyeglasses. ( I use the kind from Lens Crafters). Just spritz some on and wipe gently with a clean 100% cotton cloth - I use a bandana.
