It goes a bit deeper than the posters above me have stated. Flava Flav wears the big clocks and watches because back when he was with Public Enemy they rapped about issues that plagued the black community. They sought to inform black people, wake them up if you will, and let them know what time it was in America for the black Americans. In Flav's own crazy way he's trying to relay a very important message. There was a lot of police brutality, undercover racism (still is), and drugs running rampant through black communities back in the late 80's/early 90's.

flav use to be the hype man for rap group public enemy and would where big clocks around neck, would use expressions like "what time is it" or show em' whatcha got , the clock represented many things

i think for the show: it's supposed to stand for if some body's time is up, or if they are gonna stay.
