Well if she is your girlfriend you could tell her maybe one day that you want to marry her, if she is just some random girl i would not freak her out by saying you want to marry her, you are only 19 you will meet many women, don't limit yourself to this one

You should wait. She most likely is not ready to be married, and if you bring it up then you will scare her off and ruin and chance you had.
