It depends on your definition of "special" rights. It is naive to think everyone should be treated equally, as long as that means people that are disadvantaged should not get any "special" treatment. Equal means equal. Equal does not mean "same."
For instance, I have the right to shop at the grocery store. A wheelchair bound person has the right. Your idea of equal could have us both going to the store, but I would not have any problem with the curb but the disabled person would struggle to get up the curb. Whereas, I think your idea of special would have the government mandate a ramp for access of wheel chair.
Thus the difference between equal and same. We are both treated equally but we cannot be treated the same.

No one wants special rights . All anyone wants is a system that does not use force , intimidation and economic terrorism against its own people .
Whats fair for one is fair for all . SO when I go for a loan at the bank or to rent a house or apply for a job I am in fact treated equally .
Studies and information lead me to believe that people named shanikwa are discriminated against while Tom And Julie get hired and qualify for loans 3-6% below what people named shanikwa pay .
They also get to rent property that is mysteriously unavailable to people like shanikwa . I once tried to rent an apartment in an undesirable section of town and was told you do not want to rent there . I asked why and the rental agent told me thats a black area . I said I was new to town and was looking for a place had driven by that afternoon and was interested . I was steered away .
When we begin to get equality for all people then I will stop pushing for some special laws that prohibit people from acting like they do . Most people I have encountered are racists . They would also like to ban Gay marriage and exempt college kids from the draft going first to so called delinquents and poor . Patriotism from a safe distance is not true patriotism . You have to put your butt on the line at some point or call yourself what you really are .

I don't know the answer to that question, but it brings to mind a quote from "West Wing", by the conservative Republican they had on the show the first couple seasons. Regarding special rights for women, she said that she doesn't need a bill to tell her that she's equal to men. She KNOWS she's equal to men.
I couldn't agree more. I don't need to be told I'm equal. I AM equal.
If only more people would start to see it that way!

Because in America, the only way to ensure that minorities get a fair shake and an opportunity for equality, is through programs that create a level playing field.
If you were a scratch golfer and wanted fair competition from someone less skilled, wouldn't you "spot" them a few strokes?

The idea is a relative equality of opportunity. If you work hard, stay out of trouble, get a good education, you should have a shot at something.
We have a long way to go before that's true, unfortunately.

If by special rights, you mean things like Affirmative Action, these are means of bringing about an equal status. Traditionally oppressed people do not suddenly become equal simply because a law is passed or equality is declared.
