Russia are leaning on their former colonies, Belarus, Ukraine and Georgia in an attempt to stop them drifting towards the EC. I don't think it's meant to be a direct challenge to the EC.
The Russian enclave of Kalinningrad is completely hemmed in by EC countries. The EC could make life very difficult for them. Putin might gain brownie points at home by a bit of sabre rattling, but he won't want to upset the EC too much.

The Russians are learning what capitalism is all about. America has used food as a political weapon before now. Why should not the Russians do the same with energy supplies?
