Tricky with a laptop, fist you need to open it up (lots of screws and panels to remove) and see if it is possible to change the processor also what type of slot it is. Take a look through http://repair4laptop.org/disassembly_toshiba.html it doesn't have your specific model but would give an idea as to what is necessary.

If it is possible it should just be a case of replacing the processor with a compatible processor.

One thing to bear in mind is that faster processors produce more heat so your laptop may heat up more if the cooling isn't up to the job.

i would suggest getting as much ram as possible first to see if that improves things

It's more than enough for a laptop, you really don't need more, trust me. It's not worth to upgrade and i'm not sure it's possible, as you mainboard might not support any faster processors. Go with this, it's very good

a little secret: AMD processors have far less MHz than intel's (e.g. a Sempron 3100 runs at 1,8 ghz and is far better than a pentiun 4 at 3 GHZ)

yes its possible and in answer to the cost, let me just tell you the processor is the most expensive part of a computer.
