you see them now probably because you get some adware. it installed itself into your computer and now shows you an advertisements. pop-ups blocker won't help you, it's dedicated to stop pop-ups while you surfing, but not for your case. you need to scan your machine with antispyware and remove everything found. i suggest you to try spybot search and destroy, it's free:

Popup blockers, such as the Yahoo and Google toolbars, will only stop web based popups. They can help somewhat but will do nothing to stop popups on a computer that is badly infected with trojan downloaders that are contacting other computers to download and deliver the pop up ads.
Try a full cleaning and dis-infection routine, if you are getting excessive popups, or are getting popups even when you are offline.
This is the one I use (it will take some time).
1. Scan for virus and remove (free online scan) with BitDefender
http://www.bitdefender.com/site/home/
2. Scan for trojans, adware and spyware and remove (free online scan) with Ewido
http://www.ewido.net/en/
--------------------------------------------------
And after your computer is fully cleaned of spyware I would suggest IE-SPYAD to prevent further problems, if you are using IE browser:
"IE-SPYAD adds a long list of sites and domains associated with known advertisers, marketers, and crapware pushers to the Restricted sites zone of Internet Explorer. Once you merge this list of sites and domains into the Registry, the web sites for these companies will not be able to use cookies, ActiveX controls, Java applets, or scripting to compromise your privacy or your PC while you surf the Net. Nor will they be able to use your browser to push unwanted pop-ups, cookies, or auto-installing programs on your PC."
http://www.spywarewarrior.com/uiuc/resource.htm
------------------------------------------------------
And if your popups say "Messenger Service" at the top Title Bar. Read Here:
Older versions of Windows (pre XP-SP2) can get "Messenger Service" popups which are caused by Microsoft leaving the almost never used Messenger Service enabled by default. These type of popups will have the words "Messenger Service" up top in the title bar. This was corrected in Windows XP- Service Pack 2.
Understand that the Windows Messenger Service is completely different from, and not in any way related to, "MSN Messenger", "Windows Live Messenger" "yahoo Messenger", or any other well-known instant messaging system. Therefore, disabling the Windows Messenger service will have no effect upon your use of any other instant messaging applications. They will continue to work without trouble.
To disable this service in older versions of Windows use the free, Shoot The Messenger from:
http://www.grc.com/stm/ShootTheMessenger.htm
Good luck.

Popups are mostly caused by spyware/adaware. Clean your system with the 2 scans below.
Download, update and run Spybot---http://www.safer-networking.org/ . Don't forget to use the Immunize feature.
Download, update and run Adaware---http://www.lavasoftusa.com/software/adaware/products/select_your_product.php
Now add spyware blaster to your system.
Download SpywareBlaster---http://majorgeeks.com/download2859.html
SpywareBlaster doesn't scan and clean for spyware - it prevents it from ever being installed.
It's main features include:
- Prevent the installation of ActiveX-based spyware, adware, browser hijackers, dialers, and other potentially unwanted pests.
- Block spyware/tracking cookies in Internet Explorer and Mozilla/Firefox.
- Restrict the actions of potentially dangerous sites in Internet Explorer.
Also turn on your IE popup blocker. In IE7 you do it by clicking on Tools>popup blocker>Turn On.

pop ups are caused by spyware basically and they are a nuicance, but there are numerous ways of stopping them
first get yourself adaware personal(http://www.download.com/Ad-Aware-SE-Personal-Edition/3000-8022_4-10045910.html?part=dl-ad-aware&subj=dl&tag=top5)
i have used this since i first went online around 4 years ago and have never suffered from pop ups, this is the only reason i continue to use it
also the yahoo toolbar(http://uk.toolbar.yahoo.com/)is a safe and effective toolbar with a built in pop up blocker and also the norton spyware scanner
however if you are running service pack 2,which everyone should be by now,you will have a pop up blocker built in to that, just go to tools>pop up blocker> and check that the blocker is turned on
unlike many security utilitys, you can have 2 pop up blockers running at once, its like having 2 doorman at your clubs entrance instead of 1,it just makes pop ups harder to gain entry to your p.c
remember:pop up blockers may stop some legitimate windows from opening,if this occurs just disable the blocker while on that page but re-enable it immediately after
i hope this helps..............good luck

Sadly popups and adware are part of the life of Windows users.
Try AdAwareSE (search for it) or for a permanent solution, make your next computer a Mac.
