download and use ccleaner from ccleaner.com (free). works great for clearing cache and files you don't need.
use antivirus and firewall. i like avg and zonealarm (free), also use something like spybot (free). using these will help you if things on your computer are using your internet and system resources.
also, use firefox (free)

To improve the speed of the web browser you would have to experiment with various browsers.
I find Internet Explorer 6 and 7 to be awful. Give FireFox 2 a shot (www.getfirefox.com).
I also like OmniWeb and Safari for the Mac.

yes.. the browser becomes slow when u have a lots of plugins installed to it.. disable the unwanteds pluggins by selecting tools -> internet options and selecting manage add-ons under programs tab.. and dont forget to clear the temporary internet files and cookies... i suggest you to use mozila firefox.. it is faster than IE..
