I have a 95 yj 4.0. Recently I have gone to start and it will only turn over and not fire. If i leave the Key on for 10-15 min it will start. inside of that time frame i can hear what i believe to be the fuel relay"clicking" after that it will fire. If i shut it off its back to square one. I have switched the relays around and it doesnt apper to be any different with any of them. Is the culprit the fuel pump? what else could it be? I need help please. Thanx
**Please Note**
It also has a JET Performance chip that has not caused any known problems, dont know if this helps. It is regularly maintained.

It might be the fuel pump, do you hear the pump when you first turn the ignition on? If not it might be your ignition switch in your steering column. Either way have your pump and electrical system checked for bad contacts/relays.

Have a friend sit it the driver's seat, and ask him to turn the key to "Run" but not start it.
With the fuel cap off, listen very closely for a pronounced "hum" from the tank area for about 2 seconds or less. If you don't hear it, chances are that the pump is failing.
To further test it, use whatever means you have to determine the total current (amps) the pump is drawing. If it is more than 7 Amps, or if the current is very high (> 12 - 15 A) for the first 2 or so seconds, the pump is in the final stages of failure, and it is time to replace it.

NOTE---->
After repair, be certain to keep > 1/4 tank of fuel all the time. When the pump is subjected to very low level of fuel for long periods of time, there isn't enough fuel mass to dissipate the heat generated by the pump, and the heat will kill the pump in short order.

do no longer use a voltmeter while checking for modern to a load, use a sealed beam head mild or something in that order. i like to chop up the circuit and paintings my thank you to the gadget (gas pump on your case).
