Interesting collection of answers, some frivolous.
First off, water is not a force, it is matter. "Force" is energy. Water can be made into a force by splitting the hydrogen from the oxygen, but the above dude is correct that even more energy is released when the hydrogen is fused with another hydrogen to make 1 helium.
For the record, tho, I will say that prayer is strongest of all, as it was prayer for the P.O.W.s in Japan that saved them from the second nuclear bomb (look up "The Kokura incident").

As DanE said, the strong nuclear force that binds atoms together is stronger than water. Without it, water would just be a cloud of loose protons and electrons, maybe even just loose quarks - not even hydrogen atoms and oxygen atoms.
However, even the ability to destroy a planet is insignificant next to the power of the Force
