Normally the black bands are to pay homage for a lost loved one or friend.

Some of them are sweat bands that mostly just look cool but supposedly help keep sweat at bay

Also I thnk some of them might be elastic bands that supposedly help releive wear and tear on their joints? I know there is a similar thing for knees, not sure if they use them for elbows as well

WRs will hide their sticky tacky adhesive underneath to rub on their fingertips before plays :)
